Spring Survey

Dufferin County is updating our 2018 Long-Term Waste Management Strategy (LTWMS Update), and we’d like your input! The LTWMS Update has reviewed the County’s current waste management systems and has proposed recommendations for ten potential options for the future of waste management in the County.

These options include changes to an existing collection system, supporting community-led reuse and repair initiatives to reduce waste, exploring bylaw updates and reviewing County policies and practices with respect to waste management and diversion. The focus of the LTWMS Update is on the next five years. The aim of the LTWMS Update is to help shape the future of sustainable waste management in Dufferin County through a roadmap that also incorporates initiatives that will continue from the 2018 strategy.

The purpose of this survey is to provide a platform to gather the public’s level of support for the proposed future waste management options that are presented as part of this LTWMS Update. We want to hear from you!

This survey includes questions on the ten future waste options, gives an opportunity for any comments, and includes demographics questions to help us understand who has participated in the survey.

Please share the survey with your family, friends and colleagues. The closing date for participation is Sunday, May 17, 2026 at 11:59pm

Participants will be entered into a draw for a chance to win 1 of 10 $25 gift cards to a local retailer or restaurant in Dufferin County.

The County is also hosting two Open Houses to discuss the LTWMS Update and the potential options. These Open Houses will be an opportunity to discuss these options with the project team and/or provide more feedback on these options. Open houses are being held at the following times and locations:

  • Shelburne: Thursday, May 14, 3:30pm – 6:00pm, Shelburne Public Library – 201 Owen Sound Street, Shelburne ON
  • Orangeville: Thursday, May 14, 6:30pm – 9:00pm, Alder Recreation Centre – 275 Alder Street, Orangeville ON

Registration is not required to attend these drop-in sessions. Open House participants will have a chance to enter a draw for a chance to win 1 of 2 $50 gift cards to a local retailer or restaurant in Dufferin County + door crasher prizes!

Future Waste Management Options

Please select the response that best describes your level of agreement with each potential waste management option. Please note that options that are included in the final LTWMS Update document will be further explored for feasibility where needed, and decided upon by County Council before implementation. There are ten options included in this survey.

1.

Potential Expansion of Green Bin Accepted materials:

Expand the Green Bin organics program to potentially include items such as hygiene products (e.g., diapers) and animal waste (e.g., dog waste, cat litter) for organics processing. To assess the feasibility of this expansion, the County will evaluate potential shifts in operating costs and collection methods, such as the introduction of the use of plastic bin-liners.

2.

Establish a Formal Textile Collection Program:

Create a formal program collecting used clothing,  fabrics and textiles, such as allowing residents to drop off these items during scheduled Household Hazardous Waste (HHW) event days.

3.

Support and Facilitate Repair Café & Lending Libraries

Champion community-led programs where residents can have their broken items fixed, or can borrow shared tools, therefore supporting a more circular economy in the County where resources are shared and materials are repaired.

4.

Develop Curbside Giveaway Days

Create a "Goods Exchange Day" program 2–3 times per year where residents could place reusable items, including furniture, at the curb for neighbours to pick up for free, keeping these items out of the landfill.

5.

Expand Dufferin’s "Take It Back" Program

Evolve the current "Take It Back" program to make it easier for residents to reuse and divert items from the waste stream by providing information and guidance to residents on local retailers, vendors, and organizations for reuse, repair, sharing, recycling, or proper disposal of items.

6.

Update Waste Collection By-law

Review and update the County’s waste rules to reflect recent changes, such as new provincial requirements where the companies that produce packaging are now responsible for the Blue Box recycling program in Ontario.

7.

Enhance Solid Waste By-law Enforcement Tools

Use enforcement tools to ensure residents understand and comply with municipal waste rules that are in place for waste diversion, such as properly sorting food waste into their Green Bin and not disposing of it in the garbage waste stream. Enhanced actions could include "tag and leave" protocols where repeatedly improperly sorted waste is not collected and an “oops” sticker is left to explain the issue.

8.

Assess Curbside Collection System Using Carts

Evaluate a potential future curbside garbage and organics collection system that uses wheeled carts, that can be emptied by automated or semi-automated waste collection trucks. This study would look at factors such as the impacts on operational costs and timing of the potential change (e.g. around a new collection contract).

9.

Review the Household Hazardous Wastes (HHW) and Electronics Waste Program for Expansion

Explore options and feasibility to improve the collection of household hazardous waste materials (e.g., paint, cleaning products,  solvents etc.) and electronic wastes, such as providing more HHW event days, using a mobile drop-off depot, or creating a permanent year-round facility (depot) to help decrease service wait times and improve access.

10.

Assess Future Disposal Services for Solid Waste

Currently the County’s garbage is landfilled in the State of Michigan (United States) and landfill capacity is filling up in Ontario. This assessment would consider alternatives for garbage disposal/services including other options in Canada and/or waste to energy.
